TD 15 Already Tropical Storm Matthew

The NHC has already upgraded the newly minted tropical depression to tropical storm status. Top winds are 40 mph. It will affect Honduras and Nicaragua as a tropical storm. It is expected to turn north and northeast but there is lots of uncertainty in that projection.
