Rafael Continues to Look Less Organized; Still watching the Leeward Islands

The 3pm advisory from the National Hurricane Center is in, and maintains Rafael at a 50mph tropical storm. That being said, the NHC does note that wind shear continues to degrade the overall structure of Rafael, and additional weakening is still expected.

We will continue monitoring the area of interest near the Leeward Islands, but chances for development remain low at this time. The NHC gives this area a 10% chance of developing into a tropical depression or storm.
